Syed Ansar Zaidi Writes to PTCL Pensioners:

We, Retired Employees are grateful to Mr. Bargees Tahir Chairman NA Standing Committee for IT & Information Technology for taking interest in resolving genuine grievances and inquired the concerned Ministry for the victimization issue of PTCL Pensioners this has read Daily News in Islamabad (APP) March,15,2011. The information conveyed to the Honorable Committee are false, fabricated, concocted with malafide intention and to misrepresent or conceal the actual fact. I would therefore put forward few points to bring facts before the committee so that matter could be resolved in accordance with the law.

POINTS

1. Under what entitlement employees of T&T/PTC retired before January,1996 were considered as Government Servant and under what criteria Employees retired after 1st January,1996 have been considered out of domain of retired servant of T&T/PTC whereas both were the appointees of Telegraph and Telephone Department.

2. Transferred Employees who retired after 1st January,1996 from PTCL are out of the domain of retried servant of T&T/PTC, why Pension and Pensionary benefits were paid to them from Government Funding?

3. Whether employees transferred from T&T/PTC and then PTCL on 1stJanuary,1996 were given any new Employment Contract by the Management of PTCL if so what was the terms and Condition of their service? Why transferred employees remain under employment of a Limited Company in Government Pay Scale till their retirement.

4. In the Years 2011 PTET allowed 20% and 8% increase in Pension without Medical Allowance and allowed 75% Family Pension upto December,1995 instead of upto December,2000 arbitrarily in contravention of the Federal Government order thus created discrimination by establishing categories of retried Employees of PTCL,? Does the law permit PTET for such division of Pensioners and arbitrarily fixation of increase in pension?

5. Have PTCL contributed Pension share of retired PTCL employees and amount transferred to PTET as per their entitlement? What about PTCL Non-Current Liabilities shown under PTCL Statement of Financial Position as at June,30,2010 under Employees retirement benefits as Rs.15,512,803 thousands refer page No.38 and Note 9 at Page 52 of PTCL Annual Report 2010?

    The comments of Mr.Zaidi had been submitted to Mr.Barjees Tahir.We are in contact with him and he is doing so well for us.One positive development after our briefing and then standing committee meeting has been rejection of proposed pension rules.The remaining issues will also INSHA ALLAH be resolved.

    The facts and figures mentioned by Mr.Zaidi are correct . It is nice to read that Mr. Bar gees Tahir Chairman NA Standing Committee for IT & Information Technology for taking interest in resolving genuine grievances and inquired the concerned Ministry for the victimization issue of PTCL,But the point which worrying the most in this regard is that how many recommendation of standing committees are taking seriously by the concerned or how many times these committees have taken stand on their decisions, I suggest you, please submit your above mentioned remarks / point to other colleague and concerned higher authority etc. we all of us to make effort to publish in the National NEWS Papers because every one get awareness. Thanks. The same case is with the Prime Minister Yousaf Raza Gillani who too has promised on TV programme Prime minister on line but He too has done nothing. Now all eyes towards the Minister Baber Awan for help the poor pensioners/employees and force the PTET to increase the pension of the retired employees immediately. lets all pray for the best.

    It reveals that the Etisalt covered the superem court, media, and governement of pakistan by oblidging some things which I could not explore here. We all either in service or retired employees in BPS knowing better that we are/were the government employees according to act 1996, but there is no one to hear this universal truth. There is no consept of BPS in any company across the world then why BPS culture still exist in PTCL?
    The government of pakistan, superem court and media are requested to help the poor pensioners/employees and force the Etisalat to increase the pension of the retired employees immediately and treat the inservice BPS employess as a government servants as they deserved.


  4. In my opinion management is concealing the facts from the court. Mr. Abdul Hafeez Sh: Federal Minister of Finance has stated (published in a local news paper)in Karachi, that according to decision of Supreme court of Pakistan, employees of PTCL retired after 1996, are no more employees of Govt: of Pakistan, rather they are employees of PTCL which is an autonomous body. so increase in pension by the govt; is not applicable to them.

    So we should try to inform the honorable court that according to PTCL act 1996, we are transferred employees and our terms & conditions of service can not be changed at any cost.We should try to bring this fact before the court at every level.

    War of ex-regular/contract .why we are crshing .Main point ex-regular employees are still sleeping .if we not fight from one plate form for his right I hope that next will be very tuff time for retired employee,s, and will be ignore completly for increase of pension and hope may thay stop pension in future ,because finincial year 2010/2011 is ended and our case is not decided.
    Now it is time for all retired tofight togather and seek leggel point ,BECAUSE PTCL/PTET very easy decide that retired from JAN 1996 are not GOVT SERVENT,WHY AS THEY SIGN ANY CONTRACT FROM US ,AS WE AGREE ,. THIS IS A QUESTION . WHICH THEY SUBMITTED IN ISLAMABAD HIGH COURT AND THIS IS REPLY OF PTET/PTCL .
    BE CAREFUL AND TAKE STEP FOR YOUR RIGHT OTHERWISE FUTURE WILL BE DARK BECAUSE PTCL MANAGEMENT ARE VERY STRONG,THEY WILL BE BURNT EVERY ONE, WHILE FEDERAL GOVT PAKISTAN IS IGNORING RETIRED EMPLOYEE,S,AND REGRETTED TO SAY THAT RETIRED ARE FIGHTING ALONE FOR HIS RIGHT .
    I PAY SALAM TO MR, BARJEES TAHIR IS ONLY ONE THAT HE ATTACK ON PTCL /PTET PLOICY .

    These are valid points and true reply to the statements presented in NA standing committee.We are planning another meeting with Mr.Barjees Tahir ad these points will be tabled to tackle the situation in NA standing Committee next Meeting INSHA ALLAH.
    It is once again requested to the colleagues throughout country that political pressure can be more vital still as process in courts is much more lengthy than this of political one.Mr.Babar Awan has now taken charge of IT ministry.pensioners having approach should come out to make efforts to solve this issue.

    The suggestion of S Ansar zaidi is very much valid.It may keep in mind that we are to face the PTCL and the PTET where the cruel officers are sittings who have not even the least moral characteristics and can go at any immoral length against us. these are destructive peoples .In my opinion it is a war between the regular ex employs and the those ones on contractand still in chairs . Beside all these destructive peoples, we must be more aware of the black-sheep regular employees still in service like Mr. Anwar ahmad khan who are proving more harmful to us and are making all out mall advices to the contract officers which stands already against us.

    S.ANSAR HUSSAIN ZAIDI ,CLEAR ALL POINT OF PTCL/PTET REPLY WHICH GIVEN TO HIGH COURT ISLAMABAD IN HIS REPLY.
    AS NEW TERM/CONDITION WAS SIGNED BY EMPLOYEE,S THAT THEY WILL NO MORE SERVENT OF GOVT OF PAKISTAN,IF NOT THEN PTCL IS VIOLATING RULLS OF GOVT OF PAKISTAN WHY NOT CHALLANGE IN COURT.

    Thanks Zaidi sahib.Good and valid points.

    I already pointed out that many of the retired PTCL emplyees are practicing advocates. They should come out with their support with legal points/suggestions.

    I have a question about posts in this forum.
    Is and how the material reaching to the concerned quarters??
