Budget News 2012-13, Salaries Increase 5 to 15 percent and Leave Encashment for one year

Budget News 2012-2013 : salaries Increase from 5 to 15 percent, Leave Encashment for one year and House rent Ceiling on monthly bases.

Islamabad (may 30, 2012 / Daily Express) – Federal Government of Pakistan has decided to increase leave encashment from 6 months to one year in annual budget 2012-2013.

It is also decided to launch “Hiring Monetization Rental Ceiling” for govt employees from next fiscal year.

It is also decided after merging ad-hoc relief allowances of last two years in basic pays, the net increase in salaries would be 5% to 15%.

Daily allowance of grade 16 to grade 22 will be raised 100%.

Main Points of Annual budget 2012-13:

Increase in Salaries = 5% to 15% only

Merger of adhoc allowances (65%) in basic Pay

Leave Encashment Payment for One Year

Housing monetisation policy implementation

Increase of “Daily Allowance” 100% for officers of  Scale 16 to 22

I am working as a technician in a reasearch organation in pakistan.My boss pay 75%less incomtax then me.he also gets phd allownce,servent allownce,sta,asta,project allownce,air conditioned transport.time scale promotion and gets PRODUCTIVITY ALLOWNCE from HEC.FBR gives 75% rebate to rich and recieve 100% from poor technician.

    Sir finance minister,i am an employee in scietific organisation in lower cadre and give 100% incomtax where as my boss takes 75% reduction in tax as a scietest.He gets Rs 5000/=phd allownce,ordely allownce, air conditioned car,fridge allownce and whatever possible and pay tax 75% less than technician.Its an SPD deptt.getting SPS.Why not tax as you earn?where are justice,PPP,PML,MQM, TI.

    Leave encashment means you can avail monetary benefit against your annual leave (earned leave) at your credit.
    In other words, you can get amount (pay) against your 365 days earned leave, which are in your leave balance in service book.
    previously it was restricted up to (maximum) 180 days.

    a retiring person is entitled one year leave prior to retirement. If one does not avail this leave, he is presently paid 6 month basic pay in lieu of one yearleave not availed. This 6 month pay is called leave encashment.

    Leave Encashment: If regular employees will have 365 (Earned)leaves or more at their credit at the time of retirement, they will get leave salary called Leave en-cashment equal to 365 days or one year now which was earlier equal to that of six months or 180 days maximum.

    Explanation:

    The Regular Employees of Vacation departments( who avail vacations e.g school, colleges etc.) are permissible to avail an earned Leave of 12 days in a year and Admin staff of same departments; who is responsible to render duty in vacations as well or those from Non-Vacation department may avail such leave of 48 days per annum.
    Suppose an Administrator doesn’t avail earned leave in his whole service say of 30 years, he will possess 48*30=1440 days leave at his credit.According to prevailing rules, he may either be granted a leave of 365 days maximum before the retirement in lieu of not availing the Earned Leaves during Service and such leave is called LPR or Leave preparatory to Retirement or if he doesn’t intend to avail LPR, he may get his leave encashed but same would be equal to leave salary of 180 days or six months.In current scenario if budget proposal pertaining to same is accepted,employees may get salary of one year instead of 180 days.

    I think, in this price of hike the minimum salary of an employ should be/must be 20000/-P.m so that he may marginally meet with his most basic requirment and the house rent/house ceiling is the right for all the employee whether a provincial/federal. House rent from BPS 1-15 should be equal (12000-15000).
    But unfortunately our Govt/Hukmran can not apply this formula because they think that they are free to be punished by Allah Almighty.They only can do for upper class. But all the calasses will be melt in day of JUDGEMENT.
    Only the real Islamic governing body/Govt can apply these recommendations. We have no such fortunate

    yeh kia mazaq hay mehngai ki sharah 200 percent hay jabkay salary izafa 5 to 15percent karnay ka irada hay jo k oont kay munh main zeeray kay brabar hay. plz grade 1 to 10 ki salaries main 100 pct izafa kia jay takay masawat paida ho aur unhen bhi qualification aur seniority ki base par promotion and increments diay jain. thanx.
