NA Standing Committee Meeting on IT&T Regarding PTET & PTCL Employees issues

MEETING OF THE STANDING COMMITTEE ON INFORMATION TECHNOLOGY & TELECOMMUNICATIONS:
Islamabad, the 10th February, 2011: A meeting of the Standing Committee on Information Technology & Telecommunication was held today at 2:30 P. M. in Committee Room No. 02, first floor, Parliament House, Islamabad under the Chairpersonship of Chaudhry Muhammad Barjees Tahir, MNA to discuss the following agenda:-
i) To discuss the performance of EGD;
ii) To Further probe into the privatization of PTCL; Dr. Abdul Hafeez Sheikh (The then Federal Minister for Privatization) may further brief the Committee (in camera) ;
iii) To discuss response of PTET regarding increase in pension and medical allowance of retried employees of PTCL;
iv) Any other items with the permission of the Chair.
While discussing salary increase to PTCL employees, the executive side informed the Committee that in 1996 PTCL was established and employees who were working in the PT&T department at that time were merged in PTCL on government pay structure and are treated to be civil servants and they are already given effect of salary increase, whereas employees hired by the PTCL are recruited under different set of recruitment rules as compared to that the employees treated as civil servants in service of PT&T department, merged in PTCL.
Pension and Medical Allowance were discussed with remarks of Chairman that it was primarily determined that retired employees will be employed in the Trust, whereas it has been observed that in service people have been posted on the jobs of the Trust. It is injustice with retired employees. The Secretary was requested to looked into the matter.
On the subject of E-Government the Committee suggested that 10-15 more valueable projects may be taken on priority, instead of dealing with hundred projects without delivering the progress. The Ministry agreed to the suggestion. On the matter of privatization of PTCL the Standing Committee regrettably noted the absence of Dr. Abdul Hafeez Sheikh, former Minister for Privatization.
Mrs. Anusha Rahman Khan Advocate, MNA suggested to have a system of performance bonds for persons or organizations given any task. In reply the executive side informed the Committee that there is lack of carrier path for IT professional therefore IT professionals seldom stay for a longer period resulting into hurdles in progress. Mrs. Anusha Rahman Khan, MNA suggested that the Ministry may plan to attract more work to be enable to pay rich emoluments and prepare a full flogged carrier path after attracting more work form international customers which is now being fetched by Dubai and Malaysia.

Pensioners are waiting for increase in Pension and Medical allowance and the committee dont made any discussion on this core issue.Findings of the committee is given below and problem of the pensioners still stands, whether it is not a shameful situation for highups?

    WHAT WE ARE LOOKING STILL WE ARE NOT UNDERSTANDING ,WHY NOT MOVE TOWARDS COURT TO FINISH THIS GAME .

    What is the secret which Hafeez Shaeikh is not disclosing in open session and want to brief the standing committee in camera.Even then he is absent since long.
    What is our fate??Above meeting does not appear productive.

    Reply regarding Pension increase was dubious and misleading.

    They should learn lesson from PIA case.

    In case government/PTCL/PTET ignore it, In future voice may be raised against privatization of PTCL and its reversing may be demanded.

    By witnessing attitude towards PTCL pensioners, the postal employees are against the privatization of post office department and are making demonstrations frequently.

    Likewise no business /entity could be privatised in future by the government!

    The employees unions ignored the point of raise of pensions during their
    recent struggle, any employee retiring now and onward, will also be deprived of the benefits of pension increase.

    The unions should raise their voice and at least send letters/ notices to concerned authorities demanding increase in pension according to government announcement.


  9. Very lamneted that no mention of PTCL terminated/suspended and charge sheeted employees, who are still suffering the financial loss. Their services yet not reinstated, slaries stopped and in complete financial chaos.Who would be listening to them, caring to them, even, they are PTCL employees, citizens and sacrificed for regular emplyees.

    The main issue of non implementation of Govt. Orders relevant to Pension and Medical allowance to the retired employees probably willfully ignored by the Committee although this point was only important one. The decision by the committee is not hopeful and a question mark over standing committee performance.

    Secretary sahib, Kindly look into the matter immediately on humanitarian ground.
