National Assembly Standing Committee on Information Technology Orders of 50% increase in PTCL protected employees with immediate affect without any negotiations:

National Assembly Standing Committee of Information Technology meeting held on Thursday September 16, 2010.  Chaudhry Muhammad Barjees Tahir PML(N) MNA chaired the meeting. Standing Committee was informed that the PTCL workers demanded 50% raise in their salaries as announced by the government for other government servants.


Moreover, the management of the PTCL wanted to extend 30% raise in protected employees and 20 percent on performance base. However, the employees seek 50 percent raise in their salaries across the board and that was why they went on strike. After privatisation of the PTCL, the board of directors has to decide about raise in their employees’ salaries. The BOD decided to extend 30% raise on basic pay and 20% on performance base.

Miss Marvi Memon said why the PTCL management did not provide 50% raises to the protected employees and said it was their right to demand increase in salaries announced by the government. STANDING COMMITTEE ON INFORMATION TECHNOLOGY & TELECOMMUNICATIONS

Islamabad, the 16th September, 2010: A meeting of the Standing Committee on Information Technology & Telecommunication was held today at 2:00 P.M. in Committee Room No. 07, fourth floor, Parliament House, Islamabad under the Chairpersonship of Chaudhry Muhammad Barjees Tahir, MNA to discuss the following agenda:-

i) To further probe into the Privatization of PTCL; ii) Any other items with the permission of the chair.

2. The Chairman, in the start of the meeting addressed the members of the Committee, expressing the need of the listening to Dr. Abdul Hafeez Sheikh, the then Minister for Privatization, now Minister for Finance in connection to privatization of the PTCL. He said that the Minister had informed this morning that he could not attend the meeting because he would join the Prime Minister in official talks with the President of Afghanistan at Prime Minister House. At the end it was decided that the Committee shall brief the Prime Minister of the situation during next session and the Committee shall also see the Speaker in her chamber.

3. The Committee discussed the matter related to PTCL workers’ current rising. After discussions, the Committee resolved as proposed by Miss Marvi Memon that 50% rise should be given immediately to PTCL workers without any negotiations.

4. The Committee also discussed the loss of infrastructure due to the recent floods. The Ministry officials informed the Committee that a Fund has been created for rehabilitation of telecom infrastructure.

    Hello, every body. this is good news for ptcl workers, but i always think that we ourself not want to good sign for ptcl, because in our company lot of groups are doing politics and they are not sincer with hard worker, they are fighting each other and waist our time resulting the management took profit for non giving any profites to PTCL workers.

    I hope our beloved leaders should think this is big issue and every employee want to increase 50% in their salareis, for God sake i request to our leader to unite please.

  5. i really hope for this decision to be implemented immediately. Etisalat is defaulter of govt. of Pak. The money they owe us, can help us avoid another fuckin loan from IMF Almost all (ten) SEVPs are being enjoying Rs.2 million per month. Every SEVP is being provided a company vehicle 1800 CC with 400 litter petrol although their residences are only 3 to 4 KM for from their offices. Every EVP equal to BPS-21 is being paid round about 1 million per month and there are at least 25 EVPS are working. Every General Manager (BPS-20) is being paid 350000 per month and at least more than one hundred General Managers are working in PTCL. All these are contractual employees.

We all are thank full to Miss Marvi Mamon and Mr. BArjees Thair for taking a right decision but I request them to please also make arrangements for implementations of the decision of the committee. PTCL Management is such a rigid, blind and def to listen the voice of poor people. Is there any body to take action or to check how much heavy emoluments are being paid to contractual staff. Almost all (ten) SEVPs are being enjoying Rs.2 million per month.     All regular employees of BPS-17 and 18 are being paid Rs.25000 to 30000 and the Government increase is conditional with their performance. Who the hell is the decision maker to issue such bull-shit circulars that due to inflation salary increase is conditional with performance base. Is inflation incomes with performance base?. Is a person who gave his golden time to PTCL and near to retirement is deprived from his basic human right because his performance is not such like the fresh graduate. Is this justice?. Mr. SEVP HR always live young and his performance is good.

    One more thing who is responsible for 2 billion losses occurs due to protest through out the country. who is responsible for that if some responsible persons are being sacked from the top level management then these losses would be recovered. no not and never. Our corporate client is shifting towards other operators, who is responsible for that.

    Ever any person think that the people sacked from other telecom companies or bank crupt companies or default companies these people are appointed in PTCL at top.

    It is a good news but NA committees have issued many orders so far. Almost none was ever implemented. These range from cricket, NRO, govt. contracts to things related to pak army.
    Whatever they say is not an order. Its just a recommendation for the govt. PM may or may not implement it.

    Well this is good to hear this decision, but I have some reservations on the text quoted by the conveyor on this site. My reservations are:

    i. PTCL Board is only formal approving authority for any increase etc. decided by the Govt of Pakistan meaning thereby they have no option except to extend such decision as PTCL transferred employees are working in BPS.

    ii. What does it mean by with immediate effect? Why not with retrospective effect i.e. July 2010.
