NTC gateway exchange project – NA body recommends inquiry into delay

NA Committee took steps to ensure payments of pension to PTCL employees

Islamabad (Daily Business Recorder / Thursday, January 10, 2013) – National Assembly Standing Committee on Information Technology (IT) has recommended the Secretary IT to hold inquiry into the inordinate delay in the completion of National Telecommunication Corporation (NTC) gateway exchange project and to fix responsibility against the responsible, causing billion of rupees loss to national kitty.

NA Committee on IT and Telecom meeting (Jang Lahore Dated 10/01/2013)

The Committee met with Chaudhry Barjees Tahir in the chair here on Wednesday to discuss the implementation status of recommendations of the committee during last four years.

The body strongly showed resentment over the delay in implementation of the recommendations. Barjees Tahir said that for the last four years the committee recommendations remained unchanged, as no progress had been made regarding their implementation.

He said that it had become a tradition that most of the officials act on adhoc basis and it was very unfortunate that the seventh secretary was been appointed in the ministry.

Expressing concern over the delay of NTC gateway exchange project, the committee said that during the last four years nothing had been done in this regard except wastage of time due to which billion of rupees loss was caused to the national exchequer.

Standing committee was also annoyed at the payment of arrears to ex-MD Pakistan Software Export Board (PSEB) Zia Imran and said that how was it possible that an inquiry was under progress against an official and department paid his arrears. Legislative body said that corruption allegations had been leveled against him, while arrears were paid to him, which is beyond comprehension. Legislators said that they recommended reinstating Talib Baloch, as no allegation had been leveled against him at the time of his termination, but the department was delaying this issue.

Ch Barjees Tahir said that the bureaucracy was not serious in following the recommendations of the parliamentarians.

Secretary IT assured that today (Thursday) he would forward the summary regarding reinstatement of Talib Baloch to the Prime Minister who is the minister in-charge of the Ministry. The committee directed the PTCL authorities to take immediate steps and ensure the payments of pension to PTCL employees.
