I am enclosing representation addressed to Minister Information Technology, it is requested that the Minister may be flooded with representations from across the country.
Pensioners are requested to modify the representation to project individual representations. It is preferable that bulk of the representations are in URDU.

Subject: Legitimacy of PTET (Pension) Rules
Your kind attention is invited to “Telecommunication Employees Pension Trust Fund (Pension) Rules 2012” made by PTET Board of Trustees under the powers conferred by sub-section (9) of Section 44 of the Pakistan Telecommunication (Reorganization) Act 1996. The rules were approved by Ministry of Information Technology & Telecom and published in the official gazette vide SRO 525(I)/2012 dated 22nd May 2012. The Rules were approved and notified by the Ministry despite the fact that Board of Trustees was not authorized, under trust law, to make such rules.
Ministry of IT&T being custodian of Sovereign Guarantee, extended to Telecommunication Employees against their Terms and Conditions of Service and rights including Pensionary Benefits, by the Parliament and counter-guaranteed by the Company, chose to notify the rules altering the vested rights of the employees to their disadvantage.
Ministry has consistently ignored hundreds of representations lodged by hapless pensioners urging the Ministry to play its role in implementing Pensionary Benefits notified by the Federal Government on 5th July 2010 & 4th July 2011.
Ministry has chosen to ignore Supreme Court judgment announced on 7th October 2011 where honorable Court has held that Terms and Conditions of service of Telecommunication cannot be altered to their disadvantage by PTCL/GOP. Ministry has chosen to ignore Islamabad High Court Judgment announced on 21st December 2011 where PTET was directed to pay the Pension etc. according to increase announced by the Government alongwith arrears, if any.
Ministry, instead of saving the poor pensioners from costly legal battles, has gone on to up the ante for pensioners by notifying illegal Pension Rules to the detriment of Pensioners Rights. It is humbly requested that Ministry may kindly be directed to withdraw the Rules and direct PTET to pay pension according to increases notified by the Government.
