We, Retired Employees are grateful to Mr. Bargees Tahir Chairman NA Standing Committe for IT & Information Technology for taking interest in resolving genuine grievances and inquired the concerned Ministry for the victimization issue of PTCL Pensioners this has read Daily News in Islamabad (APP) March,15,2011. The information conveyed to the Honourable Committee are false, fabricated, concocted with malafide intention and to misrepresent or conceal the actual fact. I would therefore put forward few points to bring facts before the committee so that matter could be resolved in accordance with the law.
    POINTS

    1. Under what entitlement employees of T&T/PTC retired before January,1996 were considered as Government Servant and under what criteria Employees retired after 1st January,1996 have been considered out of domain of retired servant of T&T/PTC whereas both were the appointees of Telegraph and Telephone Department.

    2. Transferred Employees who retired after 1st January,1996 from PTCL are out of the domain of retried servant of T&T/PTC, why Pension and Pensionary benefits were paid to them from Government Funding?

    3. Whether employees transferred from T&T/PTC and then PTCL on 1stJanuary,1996 were given any new Employment Contract by the Management of PTCL if so what was the terms and Condition of their service? Why transferred employees remain under employment of a Limited Company in Government Pay Scale till their retirement.

    4. In the Years 2011 PTET allowed 20% and 8% increase in Pension without Medical Allowance and allowed 75% Family Pension upto December,1995 instead of upto December,2000 arbitrarily in contravention of the Federal Government order thus created discrimination by establishing categories of retried Employees of PTCL,? Does the law permit PTET for such division of Pensioners and arbitrarily fixation of increase in pension?

    5. Have PTCL contributed Pension share of retired PTCL employees and amount transferred to PTET as per their entitlement? What about PTCL Non-Current Liabilities shown under PTCL Statement of Financial Position as at June,30,2010 under Employees retirement benefits as Rs.15,512,803 thousands refer page No.38 and Note 9 at Page 52 of PTCL Annual Report 2010?

Thanks a lot for supporting Senior Citizen and financially weak segment of the Society.

NA body for taking steps for the betterment of PTCL pensioners
ISLAMABAD, March 15 (APP): Standing Committee of the National Assembly on Information Technology and Telecom has inquired the concerned ministry for the victimization issue of Pakistan Telecom Company Ltd (PTCL). The Committee asked the Ministry of IT and Telecom to readdress the case of pensioners of the Company and to eliminate the reservations raised by them. The Committee which met today at Parliament House with Chaudhary Barjees Tahir in the Chair, discussed in detail the matter of pension increase for the retired employees of PTCL. The Committee forced down the ministry officials for the delay in resolve of the matter. It is pertinent to mention that retired employees of PTCL have filed various petitions in Islamabad High Court and Lahore High Court with a plea that why PTCL employees have not been accommodated in pension raise announced by the government of Pakistan. Secretary IT and Telecom, Saeed Ahmad Khan informed the Committee that Board of Trustees of PTCL, which is composed of three members from Govt of Pakistan and three from PTCL, was established in 1996 to manage the Pension Fund and arrange pension payments to (then) Telecom and Telegraph (T&T) and PTC pensioners. He informed that the employees retired before January 1996, were considered as government servants whereas the employees retired after the Company became Corporation are considered as corporation employees. Therefore, he maintained, that employees retired in second category cannot be taken into the domain of retired servants of T&T. However he said they have been given an increase of 8 percent. The Secretary further said that there is ambiguities in categories for which he requested the Committee for more time to have thorough study and legal opinion of the matter. The Chairman of the Committee criticized the composition of the Board of Trustees (BoT) of PTCL that no representative from retired employees was taken on board. He said this composition gives further security to PTCL and not to its retired employees. The Committee also expressed concerns over the situation of PTCL regarding the properties given to Etisalat. The Committee also asked why the share of rupees 23.5 billion has yet not paid to the employees. MD PTCL informed the Committee that this year only 1.2 billion rupees were paid out of total 8.5 billion rupees. The Committee also criticized that the purpose of venturing with Etislat Company was to bring more investment and for the betterment of PTCL but situation is going worst. The Committee asked the Ministry for an early resolve of the issue and to submit the report in the Committee’s next meeting. The hours long meeting of the Committee was still underway to discuss another agenda relating to the performance on Electronic Government Directorate. APP/ Hamza/nsr
