UPSC expected to merge all 3 ad hoc relief allowances
Islamabad (DailyTimes / September 9, 2012) – Unified Pay Structure Committee (UPSC) headed by former Governor State Bank of Pakistan Dr. Ishrat Hussain is expected to conclude its deliberations on unified pay scales 2012 for the employees of the federal ministries and divisions within September to be implemented from October 1, 2012 expectedly.
The proposal under consideration before the committee is to merge all three ad-hoc relief allowances 50%, 15% and 20% making a total of 85% and consider up to 35% further increase in salaries to make the pay scales unified across the federal government ministries divisions and departments against the present structure in which ministries getting triple and double pays.
There is also a proposal that new upward revised pay scales to be offered to the government employees already getting double or triple pay as an option or to remain in their existing pay scales, being a second option.
The government strongly feels that the merger of three ad-hoc relief allowances and further increase of pays would bring pay structure in federal ministries and divisions almost equal.
Ministry of Finance had constituted few months back a committee for removal of disparities and recommend unified pay structure for the federal government employees posted at federal government ministries, divisions and departments.
The next meeting of the committee is scheduled on September 10, 2012 to consider upwards revision in pay structure of federal departments like Accountant General Pakistan Revenue (AGPR), Federal Investigation Agency (FIA), Board of Investment and few other departments.
The employees of AGPR had agreed to end their over a month long pen down strike when finance ministry had agreed to the representatives of their associations that their demand for 100% increase in their salaries would be presented in Unified Pay Structure Committee. Senate Standing Committee on Finance where its Chairperson Nasreen Jalil, Senator Ishaq Dar had also expressed their concern over the discriminatory pay structure in federal ministries and divisions and had demanded unification of these scales so as to end discrimination with around 63% of employees getting single pay.
Economically non-viable, but politically feasible decision of the government is a move to gain maximum political support from the government employees in next general elections, an official observed.
Official sources said that at present there is disparity between pay structure of the federal government employees as some are getting triple, double pay structure is also in some ministries and some employees are getting single pay. The employees of Presidency, Prime Minister House, FBR, Supreme Court Pakistan and High Courts, Health Institution, Motorway and Highway Police, Airport Security Force and ERRA and Islamabad Police is enjoying 100 percent increase in allowance of their salaries but employees of AGPR and AGP and other departments, equally hard working and affected by inflation, were denied the allowance increase.
